Katrina
I live right across (literally) Reliant Stadium (home of Houston Texan). Tens of thousands of Katrina refugees flooded in from Louisiana since last Saturday.
As a result, the crime rate skyrocketed near the neighborhood; no. of securities and police officers doubled at our estate. Within the first night, three cases of rape was reported inside the stadium.
Bear in mind that it might take 3-6 months to rebuild the refugee's homes. While I am extremely sympathic about their situation - losing their home, job, and possbily family members - I think the arrangement of putting them into a football stadium is rashless and bound to cause problems.
The solution should be dispersing these refugees to more different sites, such that the number of them at each location will decrease. This arrangement should facilitate the management, the aid, and the preventation of more tragedies.
Of course, this is easier to say than to be done, and this is where you and I come in. According to the Houston salvation army, the things they need most is cold hard cash (for real). This is because it creates most flexibility for them in helping the refugees and they also need not to worry about the logisitcs of transporting the physical donations to the camp.
